Duties: The Irvine Ranch Water District is seeking a highly motivated, responsible and innovative individual for the position of Public Affairs Manager to supervise the daily operations of the IRWD Public Affairs Department.IRWD is a progressive forward thinking public agency that has a highly skilled and professional workforce that is recognized nationally and throughout the world as a leader in domestic water service, wastewater treatment, distribution of recycled water and urban runoff treatment. The Public Affairs Manager will be responsible for planning and implementing community outreach programs designed to inform and seek input from customers about District infrastructure projects. The Public Affairs Manager will serve as District media spokesperson including interface with print, radio and television media. Arrange and conduct tours of District facilities and prepare/deliver speeches to community groups. Serve as primary editor of all Public Affairs publications and presentations including speeches and related media tools.Develop all content-related issues of District web site. Develop and manage content for water education program and develop ongoing and new educational opportunities. Market program to teachers, and act as a liaison with local school districts. Stay current with state education content standards and revise program to correlate with standards. Manage daily operation of Public Affairs department including training, reviewing and supervising staff. Assist in preparation of department budget. Coordinate responses to water quality issues and production of Annual Water Quality Report. Coordinate Public Affairs department emergency preparedness activities. Serve as primary Public Information Officer (PIO) in Emergency Operations Center (EOC) activation.
Education: Bachelor’s Degree in public relations, journalism, communications, or related field. Experience: 5 yrs exper in a public relations position with a demonstrated ability to manage people & projects. Water industry exper desired.REQUIRED: 3 yrs supervisory exper, exper as media spokesperson or Public Information Officer (PIO), & computer skills, including desktop publishing & word processing. Web site content development exper preferred. Required to lift up to 25 lbs. when setting up and taking down displays for special events, & to walk one to two miles when conducting tours.Licenses/Certs: Valid Class ‘C’ California Driver’s License Selection Procedure: Oral Panel Interview
