This exciting, executive-level role provides leadership for all aspects of TCA’s external relations, including: communications and outreach with elected officials, community leaders, media, customers and other stakeholders; establishing and maintaining a positive public image and awareness of TCA’s goals and initiatives; and management of staff while integrating the work of multiple contractors, working on high profile, sensitive issues.

• Plans and develops comprehensive communications strategies, programs, policies and processes to gain support for TCA projects, plans and initiatives. This includes both traditional and evolving platforms including social media channels.

• Develops and implements public affairs programs which advance TCA’s mission, vision and goals. Builds and maintains collaborative relationships with government officials, government agencies and community stakeholders, including development of ‘playbooks’ to support TCA Board members and staff.

• Navigates complex issues and finds common ground with multiple constituencies with differing – and often opposing – perspectives; anticipates and identifies issues that could become controversial; provides facts to overcome misinformation. Oversees crisis and emergency communications.

• Directs, leads and reviews the work product of staff and contractors including in the preparation of briefing packets and materials for elected officials and their staff, reports and presentations, news releases, and brochures.

• Ongoing interaction with TCA Board members and executives to engage their support for External Affairs priorities.

What We Are Seeking/Role Requirements

We are looking for a super star to join our executive team!

Bring your knowledge and experience working with government officials, legislative advocacy, public relations, change management skills, persuasive written and oral communications skills, and proven ability to work effectively under pressure to this exciting role which is instrumental in achieving TCA’s mission of enhancing mobility in Orange County!

Competitive candidates will also posses the following:

• At least 10 years of directly related experience, including five or more years at a management level.

• Educational qualifications include a master’s degree in government (e.g., MPA or MPP), communications, public relations or a related field from an accredited college or university.
